The Patrol Leaders Council is the governing body of Troop 400. Composed of each Patrol Leader in the troop and overseen by the Senior Patrol Leader, the PLC conducts monthly meetings, as well as a yearly planning conference, where all the events of the upcoming year are planned. 	Our Senior Patrol Leader for the 2006 term is Mike S. Mike is 16 years old and a sophomore at Liverpool High School. He is an Eagle Scout, and has been Senior Patrol Leader since he won the SPL election in September 2005.
